He graduated from the Faculty of Law and Administration at Adam Mickiewicz University in Poznań.
From 1997 to 2001, he worked as a trainee at the Law Office of Zenon Marciniak in Poznań. Since 2001, he has run his own law firm, Tomasz Rutowski Law Office, based in Poznań. He serves as Deputy Disciplinary Spokesman at the District Bar Council in Poznań. He is also a member of the management boards of SKI System Sp. z o.o. and Amex Sp. z o.o.
He has been a Member of the Supervisory Board of mcr S.A. since 2004.
